Apostle ussually refers to the twelve apostles who followed Jesus during his time on earth. And continued to follow him after that.

Bishops

The Catholic Church believes that it's bishops have the roles as apostles, descended from the orginal twelve apostles. They have power to speak infallibly on issues of doctrine; which is believed to be apostolic power. They use this extremely sparingly. Their leader is The Pope in Rome; who takes the role of St. Peter who was the leader of the original apostles.
