Fatwa

A Fatwa (ÙتÙÙ) is a legal statement made by an expert in Islamic law. Its purpose is usually to clear up an ambiguity where the law appears unclear. Pat Robertson famously declared a Fatwa on Hugo Chavez.
A Fatwa cannot override national law. It is only binding upon the one who issued it.
