Lame duck

Lame duck refers to a politician or otherwise political individual who has lost their power, despite remaining in office.

It typically refers to second-term presidents, who are unable to pass legislation, as Congress may stall until the next presidential election to pass its legislation.

George Bush is currently a lame duck as the Democrat-controlled Congress is unwilling to work with him, despite the support of the American people for his policy objectives.
