Back-bencher

Back-benchers are Members of Parliament, or other elected representatives, who do not have ministerial/executive responsibilities (or act as official spokespersons in the case of parties in opposition).
The term also refers to US Republican members of Congress who like to have sex on the 'back benches' in the coatroom at the capitol.
