A sort of war advertisement. It is information distributed by a governement (during a time of war) inorder to make its people hate their enemies. This is expected to cause people to work harder for the war effort, through helping to manufactur weapons or by joining the army. It is not always true or reliable, but it has a chance of causing great amounts of patriotism among the people and hatred for the country's enemies.
