Paralipsis

Paralipsis is the rhetorical technique of drawing attention to something by claiming not to mention it. For example, if a politician were to say, "I will not speak of my opponent's ethical scandals, his lack of accomplishments while in office, or the many special interest groups to which he is beholden," this would be an example of paralipsis.
