Executive Order is action, which does not require the approval of the Congress, by the President. The executive's ability to act by executive order is circumscribed by constitutional limits. Where the executive acts with the support of Congress, this authority is unlimited; where the President acts against the wishes of Congress, significantly less power inheres.
