Line-item Veto Act
From Conservapedia
The Line-item veto act of 1996 allowed the president to cross out parts of a bill he did not want, rather than veto the entire bill. In 1998 in Clinton v. City of New York, the Line-item veto act was found unconstitutional because it allowed the president to amend legislation.[1]
