As a result of the 2016 election, Republicans controlled the White House, the House and the Senate. As a result, they followed the original Obamacare playbook and sought to make a bill repealing of Obamacare part of the budget reconciliation, which will not be subject to the 60-vote filabuster requirement. The Republicans proposed a three phase approach: a bill to repeal Obamacare and the tax provisions, new regulations from HHS, and follow-up legislation enacting the details of the new health care plan. On March 24, the Republicans withdrew the bill and stated that they would allow Obamacare to fail, and then pursue bipartisan legislation to replace it.
