That is what most modern cross references point to. I am doing a study on this. It is difficult, and I am not done, and do not sufficiently understand Hebrew grammar. But, if you look as ISA 45:18, it states:

- NIH: Not in the original Hebrew
- tohu: The same word that is translated as formless in GE 1:2

NOTES: The NIV has a footnote on the word was indicating "possibly became". I have done a search on the original Hebrew word, and it is usually translated "was", but it is sometimes translated "became" in the NIV.
NOTES: 2 PE 3:3 compares the current time to creation. 2 PE 3:6 is usually viewed as indicating the flood. I am still trying to work this out in my own study, however.
The KJV translates 2 PE 3:5-6 as

The world perished. The flood during Noahs time did not kill everything. So I think it is possible that 2 PE 3:6 is referring to the world before GE 1:3.
If there was a gap between GE 1:2 and GE 1:3, then we have three earth ages: The world that then was (2PE 3:6), the present world, and the world that is coming.
NOTES: EX 20:11 complicates the gap theory.
