In Crosby v. Nat'l Foreign Trade Council, the U.S. Supreme Court invalidated a spending law of Massachusetts with respect to a foreign country, Burma, based on the Supremacy Clause and a conflicting law passed by Congress.
In a decision written for the Court by Justice David Souter, he said:
