WHOCA+Treaty Must Be Rejected

The discredited World Health Organization should be defunct at this point but instead they are drafting new treaties and trying to get nations to submit to their authority.
As for WHO's credibility, a report by the independent review panel set up by the World Health Organization found that the Covid-19 pandemic was preventable had WHO declared a global emergency earlier than it did.
Tedros Adhanom Ghebreyesus was reelected to serve a second five-year term as Director-General of WHO by member states of the World Health Organization in May of 2022. He was the first person from the WHO African Region of Ethiopia to head the world’s leading public health agency.
As to the funding of WHO, over the years the Bill & Melinda Gates Foundation have become the WHO’s second biggest donor, making the health agency heavily dependent on their support to keep functioning.
WHOCA+ treaty concerns
Of concern is the WHO treaty known as the Zero Draft of WHOCA+, published on February 1, 2023 and discussed at the Intergovernmental Negotiating Body’s fourth meeting between February 27, 2023 and March 3, 2023.
According to a current [Liberty Counsel https://lc.org/about], Biden’s Amendments Hand U.S. Sovereignty to the WHO, the Biden administration is setting the stage to hand ultimate control of America’s health care system and U.S. national sovereignty over to the World Health Organization (WHO).
The Liberty Counsel lists these 10 reasons to oppose the Proposed Amendments to the International Health Regulation.
1. CHANGE FROM ADVISORY TO MANDATORY: Change the overall nature of the World Health Organization from an advisory organization that merely makes recommendations to a governing body whose proclamations would be legally-binding. (Article 1 and Article 42)
2. POTENTIAL RATHER THAN ACTUAL EMERGENCIES: Greatly expand the scope of the International Health Regulations to include scenarios that merely have a “potential to impact public health.” (Article 2)
3. DISREGARD FOR DIGNITY, HUMAN RIGHTS AND FREEDOMS: Seek to remove “respect for dignity, human rights and fundamental freedoms of people.” (Article 3)
4. ALLOCATION PLAN: Give the Director General of the WHO control over the means of production through an “allocation plan for health products” to require developed states parties to supply pandemic response products as directed. (Article 13A)
5. MANDATORY MEDICAL TREATMENTS: Give the WHO the authority to require medical examinations, proof of prophylaxis, proof of vaccine and to implement contact tracing, quarantine and TREATMENT. (Article 18)
6. GLOBAL HEALTH CERTIFICATES: Institute a system of global health certificates in digital or paper format, including test certificates, vaccine certificates, prophylaxis certificates, recovery certificates, passenger locator forms and a traveler's health declaration. (Articles 18, 23, 24, 27, 28, 31, 35, 36 and 44 and Annexes 6 and
7. LOSS OF SOVEREIGNTY: Would empower the Emergency Committee to override decisions made by sovereign nations regarding health measures and would make the Emergency Committee's decisions final.
8. UNSPECIFIED, POTENTIALLY ENORMOUS FINANCIAL COSTS: Redirect unspecified billions of dollars to the Pharmaceutical Hospital Emergency Industrial Complex with no accountability. (Article 44A)
9. CENSORSHIP: Greatly expand the World Health Organization's capacity to censor what they consider to be mis-information and dis-information. (Annex 1, page 36)
10. OBLIGATIONS OF DUTY TO COOPERATE: Creates an obligation to build, provide and maintain IHR infrastructure at points of entry. (Annex 10)
According to Betsy McCaughey in her Washington Post article dated March 1, 2023, Biden’s WHO pandemic treaty would kill Americans in the name of ‘equity’:
The premise is that in a pandemic or other worldwide disease emergency, Americans should not get better or faster health care than inhabitants of third world countries.
McCaughey believe that if Biden rams this through Americans will suffer and die needlessly, that the treaty is too outrageous to ever get approved by two-thirds of the Senate as required by the U.S. Constitution, and that the Biden administration has indicated it may try an end run around that requirement, deeming it an international agreement instead. Explanation follows:
Although the zero draft does indicate that treaties must be ratified by national legislatures, the draft also includes a clause that "the accord will go into effect on a provisional basis, as soon as it is signed by delegates to the WHO, and therefore it will be legally binding on members without being ratified by legislatures."
This being so, the Biden administration could take the position this is an international executive agreement the president can conclude of his own accord without approval by Congress and is binding on the United States of America.
Of importance to Ms. McCaughey is that "WHO’s subservience to Beijing makes the treaty especially perilous" and that "Fauci’s fingerprints are all over this treaty."
One of many conditions of the WHO treaty cited by McCaughey is that the United States will be obligated to hand over a whopping 20% of its medical supplies--including diagnostic tests, antiviral medications and vaccines-- to WHO for global distribution, even before American needs are met.

Although the draft WHO CA+ makes transparency and cooperation mandatory, it provides no consequences for non-compliance.
The bulk of WHO CA+ focuses not on addressing the weaknesses in prevention and detection revealed during the COVID-19 pandemic.
As a cherry on top, the treaty encourages national governments to crack down on “misinformation or disinformation”—a clear invitation to suppress free speech.
Negative reaction by John Birch Society
Veronika Kyrylenko Ph.D, senior editor of The New American, warned about the planned global pandemic treaty in her February 22, 2023 article, “Stop WHO Power Grab With H.R. 79, H.R. 343, and S. 444.”
"This agreement, if implemented, would dramatically increase the WHO’s power, making its edicts (including in response to “pandemics”) legally binding on its member states, putting Americans under the control of its authoritarian bureaucrats.
Furthermore, this proposed treaty would massively expand the global surveillance state, making it easier for government to control every aspect of our lives."
Updated information
A February 2, 2023 article by Jenny Lei Ravelo reported that the Pandemic treaty zero draft won NGO (non-governmental organization) approval, but that compliance will be key.
This is just the zero draft of the pandemic accord. Further meetings of the drafting group sessions could be held in September, November, and December 2023. The earliest the zero draft can be finalized is in mid-to-late 2024, when the INB submits its outcome for consideration by the 77th World Health Assembly.
Conclusions
The Who CA plus treaty "O draft" is flawed and heavily favors China. Signing it would relinquish U.S. Sovereignty just by being a party to a WHO global government treaty.
Even so, a 2/3 of a 100- member Senate body, plus the one president of the U.S., can make treaty decisions that have incredibly grave consequences.
George Washington gave this warning in his Farewell Address in 1796 as to how this nation, still in its infancy, should behave as a sovereign nation: avoid "foreign entanglements" lest you become a slave to it and Liberty.
For our nation to continue in a self-governing system we must retain our sovereignty as a nation and adhere to our national identity. We must never concede our liberties to other nations in the name of equity, inclusion and diversity. We must also return to the principles of liberty, get off the world stage, and quit entangling our foreign affairs with other countries who hate us and want to see us go into the abyss of despotism.
It is time to pull out of the U.N., out of the WEF, and out of the World Health Organization. We can make the best decisions for ourselves. We don't need other countries and other cultures that have a totally different value systems to dictate what we are do and now to behave.
The U.S. should never join the WHO CA+ treaty as drafted. Congress must ensure that the Administration does not circumvent Senate approval on this or any other treaty.
