Gonzales v. Thomas

In Gonzales v. Thomas, 547 U.S. 183 (2006) (per curiam), the United States Supreme Court emphasized that if an agency action is found by a court to be arbitrary and capricious, then the proper course is to remand to the agency for clarification of its reasons.
