Overview
A growing body of video evidence, eyewitness reports, and international news coverage indicates that the militant organization Hamas has been actively obstructing the delivery and distribution of humanitarian aid intended for Gaza’s civilian population. Despite Israel’s coordination with international actors to facilitate aid access, reports show Hamas has interfered with aid through theft, coercion, violence against aid workers, and attacks on distribution centers. UNRWA has refused to cooperate with GHF aid, in addition, hundreds of trucks with aid laid undelivered, due to the UN.

Hamas Undermines Aid Efforts While Hoarding Supplies Meant for Civilians.
In a disturbing pattern of obstruction and exploitation, Hamas continues to undermine humanitarian aid efforts in Gaza, prioritizing its own interests over the wellbeing of civilians. Reports have emerged that Hamas has issued direct threats to Palestinian Arab residents of Gaza, warning them not to accept aid from the Gaza Humanitarian Foundation (GHF). These threats have been followed by violent actions, including documented attacks on GHF personnel attempting to deliver critical supplies.
This campaign of intimidation has further complicated the already dire situation on the ground. According to sources, Hamas operatives have been seen hoarding food and supplies in their compounds, while ordinary Gazans face shortages of basic necessities. These actions raise serious concerns about the group’s control over humanitarian access and its willingness to exploit suffering for political leverage.
Adding to the crisis, UNRWA has refused to distribute aid delivered by U.S. and Israeli efforts—aid that could directly alleviate the suffering of Gaza’s most vulnerable populations. Instead of facilitating relief, this refusal further delays life-saving resources from reaching those in need.
Israel, in coordination with international partners, continues to push for safe and direct aid delivery mechanisms that bypass Hamas interference. These efforts aim to ensure that humanitarian assistance reaches civilians rather than being diverted by terror groups intent on maintaining control through coercion and fear.
The international community must demand accountability. Aid must be protected from armed groups like Hamas, who exploit suffering while stockpiling supplies meant for the very people they claim to represent.
Video Documentation of Obstruction
Footage released in February 2024 shows armed individuals identified as Hamas operatives obstructing humanitarian aid distribution at Al-Amal Hospital in Gaza. The video, aired by i24NEWS, presents direct interference with trucks and personnel delivering aid during the conflict ([i24NEWS, Feb. 3, 2024](https://www.i24news.tv/en/news/israel-at-war/1706995300-caught-on-video-hamas-blocking-humanitarian-aid-in-gaza-conflict)).
Coercion and Threats Against Civilians
According to the Foundation for Defense of Democracies, Hamas has warned Palestinians not to coordinate with Israel regarding aid distribution. The militant group reportedly labels such civilians as "collaborators," a designation that carries the threat of execution under its governance ([FDD, Mar. 12, 2024](https://www.fdd.org/analysis/2024/03/12/hamas-warns-gazans-against-cooperating-with-israel-on-aid-delivery/)).
Theft and Diversion of Aid
Numerous sources have accused Hamas of stealing or diverting aid trucks meant for Gaza’s civilian population. A report from the *New York Post* states that Hamas commandeered 47 out of 100 humanitarian aid trucks that entered Gaza in October 2024 ([New York Post, Oct. 10, 2024](https://nypost.com/2024/10/10/world-news/hamas-steals-humanitarian-aid-trucks-from-gaza-strip/)).
In another investigation, *HonestReporting* published testimonies from civilians alleging that Hamas resold seized aid for profit rather than distributing it freely ([HonestReporting, Nov. 13, 2024](https://honestreporting.com/whos-really-blocking-aid-in-gaza/)).
Violence Against Aid Workers
In June 2025, the Gaza Humanitarian Foundation (GHF) confirmed that Hamas forces attacked one of their buses, resulting in the deaths of five aid workers. This assault was described by GHF as a deliberate and brutal act targeting unarmed relief personnel ([Euronews, Jun. 12, 2025](https://www.euronews.com/2025/06/12/hamas-attacks-bus-carrying-gaza-humanitarian-foundation-aid-workers-killing-five)).
Due to mounting threats, GHF announced the suspension of all humanitarian operations in Gaza earlier that month ([Ynet, Jun. 7, 2025](https://www.ynetnews.com/article/syrx1jzqlx)).
Attacks on Aid Distribution Centers
New evidence released in June 2025 includes recordings of Hamas shelling an aid distribution hub in Rafah. According to local residents, the attack was motivated by Hamas’s attempt to seize control of food supplies stored at the site ([Ynet, Jun. 5, 2025](https://www.ynetnews.com/article/r1dabg1xxg)).
Interference with U.S. (and other) Aid Operations
Despite aid efforts backed by the United States and coordinated through international NGOs, Hamas has reportedly warned civilians to avoid these distribution centers. In May 2025, the *New York Post* reported on an incident where Gazans stormed an aid site after Hamas issued threats against participation ([NY Post, May 27, 2025](https://nypost.com/2025/05/27/world-news/hamas-warns-palestinians-to-stay-away-from-us-backed-food-distribution-sites/)).
Israel has also accused the United Nations of failing to distribute aid efficiently, despite logistical support from the Israel Defense Forces. i24NEWS reported on claims that the UN failed to utilize aid access lanes provided by the IDF ([i24NEWS, May 28, 2025](https://www.i24news.tv/en/news/israel-at-war/artc-un-accused-of-hindering-delivery-of-humanitarian-aid-to-gaza)).
In July 2025, *The Jerusalem Post* reported that over 950 aid trucks were ready for distribution but were delayed due to UN logistical bottlenecks, not Israeli obstruction ([Jerusalem Post, Jul. 22, 2025](https://www.jpost.com/israel-news/article-861899)).

UN Refusal to Cooperate with Israeli-Backed Aid Distribution
On July 24, 2025, United Nations spokesperson Stéphane Dujarric rejected an offer from the Gaza Humanitarian Foundation (GHF) to assist in distributing undelivered humanitarian aid stockpiled at Gaza’s entry points. The proposal, backed by the Israeli government and supported by the United States, aimed to circumvent logistical delays and security threats that had impeded aid flow to civilians.
Despite growing reports of hunger and malnutrition in Gaza, the UN declined to cooperate with GHF, citing concerns over safety at GHF-operated distribution centers. Dujarric claimed that the initiative increased the risk of people being "shot or trampled" while waiting for aid—a statement that critics viewed as political posturing rather than a constructive attempt to resolve the crisis. Pro-Israel analysts argued that the UN's refusal effectively stalled aid delivery and prioritized bureaucratic control over urgent humanitarian needs. ([FDD Jul. 24, 2025](https://www.fdd.org/analysis/2025/07/24/un-refuses-to-cooperatively-distribute-aid-as-reported-hunger-grows-in-gaza)).
Hostage Testimonies and Additional Evidence
Further evidence from recently released hostages has also cast light on Hamas’s alleged misuse of humanitarian resources. One hostage video shows a well-fed Hamas guard handing food to an emaciated captive, raising concerns that aid is being hoarded by militants while civilians and captives are starved ([Ynet, Aug. 2, 2025](https://www.ynetnews.com/article/b1hspj2peg)).
In an interview with *Israel National News*, a freed Israeli hostage confirmed that Hamas stored food just meters from their holding cell but denied access to captives ([Israel National News, Aug. 2, 2025](https://www.israelnationalnews.com/news/412645)).
