Public Enemy

Public Enemy #1 refers to a person who becomes hated by everyone in society. An example of this would be when № 6 from the 1967-68 TV series The Prisoner starts being chased by everyone in The Village. Another example but in more modern times would by Carrie Lam, the chief executive of Hong Kong where her government in the SAR proposed an extradition treaty which would allow criminals be extradited to Mainland China; the bill was unilaterally hated by Hong Kongers and this escalated and turned into the currently ongoing Hong Kong Protests and now she can't even walk outside without being booed or shouted at or even potentially killed by a People's Liberation Army member pretending to be a Hong Kong protestor so that the death could be used as party propaganda.
