Quota

The word "quota" can have two meanings:

First, it can be a number or percentage which sets an upper limit;

For example, "Certain goods can be imported only in a limited amount as established by the quota."

Second, it can be a number or percentage which sets a minimum.

For example, "At least 25% of raw materials must be recycled."
