Sexual offenders are criminals who have had a history of engaging in criminal acts that are deemed sexual in nature. State law requires that these perpetrators register with local police, allowing them and the general public to be forewarned of potential repeat offenders. Prior to the murder of Megan Kanka, and the subsequent passage of Megan's Law, the public did not always have access to this information.
