Sovereign consumer

A sovereign consumer is a consumer who acts as a free agent, able to exercise free consumer choice in a marketplace of competing service providers. Because the inhabitants of a country are required to pay taxes, consumers are sovereign with respect to government services only to the extent that they can freely move among countries that compete with one another to provide the lowest price, best quality government services.
