We should be comparing two sets of countries - those that implement same-sex marriage and those that prohibit same-sex marriage.  When comparing sets with similar economies and populations, one could find that medal counts when down for both groups.  The question is whether there is a statistically significant difference in the drop in medal count between the same-sex marriage and no same-sex marriage countries.  I would guess that there are so many other factors that have a larger effect on the medal count, that any difference would be insignificant, but I welcome someone to run the numbers.
