He was right, only because even if he did kick out Saddam in the Gulf War, during the 1990s, there probably would have been the same thing that happened in the Iraq war (2003-2011) and a bunch of insurgents would have attempted to take power and the United States would have had to stay there to protect the new Westernized government.
