The New Deal is solidly Keynesian, and all three had ideas about heavy government involvement. The difference was in the amount of state control of industry and purpose. The New Deal attempted to reduce unemployment and increase demand, while fascism methodically created a police state where all major industries worked towards a radically nationalist agenda. The common thread here is political corporatism, something that can be as mundane as buying crops to keep prices up or the state taking control of all industry.
