I read your article [[Ten year rule]] and it served as further impetus for me to see if this rule of thumb could be shortened via various techniques such as more rapid skill acquisition, improved memorization skills (mnemonics), increasing reading comprehension, time management skills, etc.  I found some additional interesting material on this matter.

As far as skill acquisition, a Christian I know came to the United States from Africa and became fluent in English though total immersion in English. He refused to speak his native tongue with his fellow countryman on campus. It worked. He obtained college level English skills within 3 months.
