This is the proper name of the sacrament; cf. [http://www.vatican.va/archive/ccc_css/archive/catechism/p2s2c2a4.htm ''Catechism of the Catholic Church'' Part 2, sec. 2, ch. 2, art. 4]; notice that "Reconciliation and Penance" is given as a name multiple times, and "Reconciliation" and "Penance" are the only names of the several given that are ever capitalized. There's nothing at [[Reconciliation and Penance]], so there would be no conflict with another article. It would also leave this page open for discussion of other uses of the term "confession" (psychological aspects of making confessions in a non-sacramental setting, perhaps).
