:I've never heard the term before, either, so I don't think I can help. I did fix a few a grammatical error, though. The user [[user:Jpatt|Jpatt]] created this page, so you could ask him directly if he doesn't respond here. My understanding from this article is that the term refers to a republic or democracy which has become so laden down with excessive laws that it has a difficult time operating.
