In one of his first legislative votes, Stagni joined a group of Democrats to oppose Representative Thomas G. Carmody's bill to permit, via state constitutional amendment, voters to override local officials who order the removal, dismantlement, or defacing of [[Confederate]] military monuments. The Carmody bill passed the House, 65 to 31, and heads to an uncertain future in the state Senate.
