::There are many rules implementing the Clean Water Act.  Shouldn't you just have one comprehensive article about the Clean Water Act?  Also, we should have a separate article about the definition of "Navigatable Waters of the United States", because this term defines federal jurisdiction in contexts beyond just the Clean Water Act.  It also defines the jurisdiction of the Army Corps of Engineers and the  old Federal Power Commission (now  Federal Energy Regulatory Commission) with respect to the licensing of hydroelectric projects.
