The man obviously had faults, that much is certain, but since he had a significant impact on America it makes sense to talk about the man. You seem to despise POV terms, might you edit the first two paragraphs to remove the rampant POV usage? :::::::::The first two paragraphs are good. Most the terms you have a problem with are related to the Heritage Foundation report on them. The terms are directly related to the report, which found the program was not doing well. There is no reason to believe the report is inappropriate to be cited.
