Wallace Holly Adams (July 2, 1880 – December 28, 1975) was an attorney and businessman who participated in the selection in 1912 of Jennings as the seat of government for Jefferson Davis Parish in petroleum rich southwestern portion of his native Louisiana.

Adams was born in Minden in Webster Parish in northwestern Louisiana to William Henry Adams and the former Aurelia Taylor. He was educated at local schools and graduated in 1902 from what became Louisiana Tech University in Ruston. He obtained the LL.B. in 1909 from the Louisiana State University Law School in the capital city of Baton Rouge. He settled in Jennings and worked first as a stenographer for the First National Bank. He engaged in the practice of law from 1913 to 1942 with partners James Oliver Modisette, Minos D. Miller, Jr., and Walter C. Peters, the latter two of whom became the first judges of the 31st Judicial District Court. Adams organized and served as counsel for several private and public corporations. He was a charter member of the Jennings Rotary Club and was affiliated with the Masonic lodge, the Order of the Eastern Star, Kappa Sigma fraternity, the Benevolent and Protective Order of Elks, and the First Baptist Church. On April 3, 1924, he wed the former Lillian Elizabeth Unroe in Jennings when he was thirty-nine.
