==Does Not Create, but Protects, the Right to Bear Arms==

Contrary to popular belief, the 2nd Amendment was not a creation of the right to bear arms.  That right was already in all thirteen states and had been mentioned in documents such as the Virginia Declaration of Rights.    The 2nd Amendment is  a limitation on the power of the government to impose restrictions on an already existing right, not the granting of a right by the government.

The reason for this argument is that it says that "the right to bear arms shall not be infringed" rather than "this amendment hereby grants the people of the United States the right to bear arms."
