*a fixed number for each state (13 per state, consisting of the state chair, national committeeman, and national committeewoman, plus an additional ten delegates),

*additional delegates which can be awarded based on the party's performance in Presidential elections and in electing officials at the Federal and state levels (this last portion rewards Republican-leaning states such as Texas (which received the maximum number of additional delegates at the 2016 convention), while punishing Democrat-leaning states such as California (which at the 2016 convention received NO additional delegates).
