Yet, that is exactly what Rosenstein and Andrew Weissmann did in a plea agreement with Mikerin. (See in The Hill’s report, the third document embedded at the bottom, titled “Mikerin Plea Deal.”) No RICO, no extortion, no fraud — and the plea agreement does not mention any of the extortions in 2009 and 2010, before CFIUS approved Rosatom’s acquisition of Uranium One. Mikerin just plead guilty to a nominal “money laundering” conspiracy charge, insulating him from a longer sentence. Thus, he got a term of only four years’ for a major national security crime.

Manafort case
Rosenstein oversaw an investigation of Paul Manafort between 2005 and 2008 for alleged unregistered foreign lobbying, money laundering, and tax evasion. Tony Podesta of the Podesta Group and Greg Craig were also involved. Rosenstein dropped the case when the Podesta Group and John Podesta became closely aligned with the Hillary Clinton primary campaign, Greg Craig became President Barack Obama's White House General Counsel, and Paul Manafort was hired to manage Sen. John McCain's presidential campaign.

Rosenstein reopened the case and authorized Special Counsel Robert Mueller to pursue it ten years later in a secret memorandum attached to the Trump-Russia investigation. Although the case alleged Manafort acted as an unregistered agent of the Ukrainian government, the case had no baring on alleged Russian collusion or meddling in the 2016 presidential election.
