:I guess you can start the story at any point you like. In the 1960s, Carl Sagan and other Venus researchers claimed Venus was suffering from a greenhouse effect and asked whether Earth could become another Venus. On Earth, the environmentalists adopted an agenda of conservation and renewables in the 1970s in response to the energy crisis. Mechanical engineer Stephen Schneider noticed that Sagan's theory provided additional support for environmentalist policies. The environmentalist movement decided to shift its focus from the energy crisis to global warming in a series of meetings sponsored by the Union of Concerned Scientists in 1978.<br/>The late 1970s were a pretty cold period, so global warming was a hard sell at first. My point is that the framework was prepared before Reagan was elected. They were just waiting for appropriate weather.
