In 2006, Kincaid exposed the violation of a provision of the [[Louisiana]] ethics code. The state Louisiana Ethics Commission placed a $10,000 fine on [[Beth Courtney]], the president and CEO of Louisiana Public Broadcasting, and her husband, Robert Louis "Bob" Courtney, who operates a Baton Rouge public relations firm and a film/video production company, for violation of the Louisiana ethics code. The complaint involved receiving payments from a private company, which hired Bob Courtney’s firm, and did business with a Louisiana public broadcasting entity under Beth Courtney's control.
