There's no need for scare quotes around the Jewish encyclopedia, it just looks like we're either ignorant or accusing Wikipedia of being anti-semitic. : The quotation is accurate. The quotation marks inform the reader that the term was expressly used by Wikipedia. I don't see how removing the quotes would be more informative or more accurate.
