::::The law(regulation) specifically forbid them from building new facilities and bringing in new beds over that 45 year period.  That's the point.  This isn't fake news.  Centralized planning is almost always at the root of our problems, and this is not the exception.  And as to ICU units - are those covered by Certificate of Need?  If so, then I addressed it already.
