::::::Oh wow. I should have noticed that blank space--thanks for pointing it out! I think I've fixed it. In regard to licensing, images made by the U.S. federal government are in the public domain. However, individual states and towns sometimes make copyright claims on their materials. Whether Kentucky does that I do not know, but without researching KY law, I didn't dare list it as PD. If you find out that they do release to the PD, feel free to update it.
