Kelly graduated from Red River Senior High School, then known as Coushatta High School in Coushatta, the seat of Red River Parish located thirty miles north of Natchitoches. He attended the [[University of Mississippi]] at Oxford and then [[Northwestern State University]] in Natchitoches.
