Both the Minneapolis and St. Paul mayors identified the vast majority of arrests of leftwing rioters the first night were from out of state;<ref>https://www.fox9.com/news/twin-cities-mayors-vast-majority-of-violent-rioters-are-from-out-of-state</ref> crossing state lines to incite riot is a federal offense.
