'''Kaspar K. “Kap” Kubli, Jr.''' (April 21, 1869 – December 22, 1943) was a pro-[[Ku Klux Klan]] [[RINO]] from [[Oregon]] who was a state representative for a number of terms from the 18th district. He was the speaker of the state House of Representatives from 1923 to 1924.
He is frequently labeled erroneously as "right-wing" despite having supported [[progressive]] policies such as [[eugenics]].

During the 1922 gubernatorial election, Kubli opposed incumbent anti-[[KKK]] Republican governor [[Benjamin Olcott]] and supported the latter's primary challenger Charles Hall, who did not prevail. Kubli also joined the pro-Klan Democrat nominee [[Walter M. Pierce]] in supporting the anti-Catholic Compulsory Public Education Act as a ballot measure which would shut down [[school choice]] and forbid parents from sending their children to religious schools.
A staunch opponent of [[religious freedom]], Kubli sponsored the 1923 bill in the Oregon House which banned teachers in the state's schools from wearing religious clothing.<ref>Lewis, Charles.
