In the former, adding individual sections for different offices/positions requires individual subtemplates. That's why CP has templates such as [[Template:Officeholder/senator]], [[Template:Officeholder/representative]], [[Template:Officeholder/governor]], etc. Thus, Template:Officeholder functions differently than Template:Infobox officeholder in usage. And for certain political positions like Senate GOP leader, there most likely aren't corresponding "sub-templates" for such. There's also [[Template:Officeholder/misc]], though it's basic and other potential sub-parameters (like |deputy= or |lieutenant=, etc. etc.) weren't put into the source code. Since I noticed that you created [[Template:Officeholder/Senate Republican Leader]], I just copy/pasted the source code from Template:Officeholder/senator and adjusted the key parameters as needed.
