:::::::::Uh, I specified above that there apparently isn't an associated URL with this .pdf when I downloaded it. I got it via the U.S. House Historian's office in an email reply, and there was an additional note stating that it's publicly available in one's local Federal Depository Library. There may be a way to add a URL to any .pdf via certain applications like Adobe, though I haven't sufficiently looked into that yet.
