It's an 'emanation of the state', but not part of the government. This is slightly OT, but I have issues with people who complain about taxes.  RSchlafly - do you not believe in your country?  If you believe in it, and want to be a member of it, you must pay taxes.  Otherwise you are a non-functioning member of society.    [[User:Feichineejits|Feichineejits]] 23:13, 29 May 2007 (EDT)
