:The way a member of Congress votes is often times a reflection of the voters of that district, and not necessarily any ideological convictions a member holds.  Very few members of Congress consistently vote their ideological convictions - you can count them on one hand, Kucinich of Ron Paul are about the only two you could name over the past 3 or 4 decades - and they're largely regarded as odd balls by everybody outside their districts.
