The world's first democracy, Athenian democracy consisted of an assembly open to all males in Athens over the age of 18. All members could speak out at the assembly and it decided policy issues for Athens, and passed legislation. Cleisthenes, who died in 508 B.C., established this democracy.

A council of 500, consisting of randomly selected Athenian citizens over the age of 30, set the agenda for the assembly and supervied its activities.

In practice Pericles dominated Athenian democracy until he died in 429 B.C.
