The Second Continental Congress is by far the more noteworthy of the two Continental Congresses. As the British government's treatment of the colonies had not improved, the Congress drafted the famous Declaration of Independence in 1776. As war broke out and the American Revolution swung into full scale, the Congress acted as the unofficial government of the colonies. After the victory, they also drafted the Articles of Confederation, which would serve as America's governing document for the next nine years until it was replaced by the Constitution.
