Generally community colleges offer localized programs geared toward the prevailing workforce (mainly vocational offerings such as auto repair, welding, and similar programs) as well as freshman and sophomore level classes which can transfer to a four-year university (some states require that public community college transcripts from that state be accepted by public universities in that state).  They typically have smaller classes and libraries than universities.
