Where do we begin explaining why? How about the fact that it runs on jet fuel, which means jet fuel storage tanks, a prime military target, have to be built near the battlefield and the jet fuel has to be specially transported in.
The Russians & Soviets might have been stupid, in a political sense, but nowhere near as stupid in an operational and [[military]] planning sense as the [[United States Congress]] which funded the project, and the [[Pentagon]] have proven themselves to be for more than half a century.
