The [[U.S. Secretary of State Marco Rubio]] held talks with President Jose Raul Mulino of Panama in Panama City in early February 2025 to hammer out concessions for [[President Trump]]. The [[diplomatic]] rupture began Feb 5 when the [[State Department]] said on [[X]] that Panama had agreed to give [[U.S. government]] vessels free passage through the canal, surprising Panama. By the next morning, Mulino responded there was no deal, calling the U.S. statement full of "[[lie]]s and falsehoods."
The 1977 canal treaty includes a clause that requires Panama to provide equal treatment to all canal users. Giving free passage to some ships is unprecedented and could bring about lawsuits by other canal users claiming preferential treatment for U.S. ships.
