Fayad offered his expert advice, and after agreeing to provide them with 20 Russian-made shoulder-fired Igla surface-to-air missiles ([[MANPADS]]), 400 rocket-propelled grenades and various firearms and rocket launchers for $8.3 million, he was arrested in [[Prague]] by [[Czech]] authorities on a U.S. warrant in April 2014, U.S. court records show.
