==Caveat on the term "soviet"==
Most contemporaneous [[primary source]]s using the term "soviet" can be misleading to present day researchers. Originally a "soviet" was defined as a "workers' committee", a [[collective]]. In the hierarchal [[Soviet Union]], the collective [[Politburo]] sat at the top of these local and regional collective soviets (the [[communist]] vision of "[[democracy]]").
It was not until the mid 1970s that the term "Soviet" came to be a catchall word to replace the myriad of [[individual]]s in the over 170 [[ethnic]] groups of the Soviet Union. Hence, the word today has two meanings, although its original [[collectivist]] meaning is often forgotten, ignored, or misinterpreted.
